The nationalistic, conservative, national-democratic, socialist (left) directions of the Ukrainian political idea 20-30 years XX c. was analysed. Within the framework of these directions such concepts as a freedom, a pluralism, a person, an individuality were considered. The question of semantics of terms «nationalism» and «integral nationalism» was found out. The attention focused on basic stereotypes widespreaded during consideration of the Ukrainian political idea and possible ways of the new interpretation of the doctrine of basic ideological direetions were offered. ХХ ст. В рамках цих напрямів розглянуто такі поняття як свобода, плюралізм, особа, індивідуальність. З'ясовано питання семантики термінів «націоналізм» та «інтегральний націоналізм». Проаналізовано основні стереотипи, поширені в літературі про українську політичну думку 20-30-х років ХХ століття, а також запропоновано можливі шляхи нової інтерпретації доктрин основних ідеологічних напрямів. The world-perceiving opinions of the Ukrainian organized nationalism in the 20-30es of the twentieth century on individual's freedom were analyzed. Within this approach were studied the Martynets's views, who had been one of the ideologists of the OUN and emphasized the existence of certain differences between the world-perceiving doctrine of the OUN and D. Dontsov's nationalism. The critical reinterpretation of some stereotypes widely-spread in scientific literature on the Ukrainian political thought in the 20-30es of the twentieth century, first of all concerning the claims of the Ukrainian nationalism for the defence of an ethnic purity was provided. The examination of Martynets's works gave the reasons to make a conclusion that such issue has never been risen in that way before. Actually the ideas of the political nation formed on the basis of the certain spiritual, cultural and historical tradition were advocated. Thus, the main actor of the political process and all forward actions had been recognized the independent, active, self-aware individual. Key words: V. ХХ ст. щодо свободи особи. В рамках цього напряму передовсім розглянуто погляди В. Мартинця, одного з ідеологів ОУН, який наголосив на існуванні певних відмінностей між світоглядною доктриною ОУН і націоналізмом Д. Донцова. Критично переосмислюються стереотипи, поширені в науковій літературі, яка досліджує українську політичну думку 20-30-х років ХХ ст., передовсім щодо претензій організованого націоналізму на захист етнічної чистоти. Ознайомлення з працями В. Мартинця дає підстави зробити висновок, що так питання ніколи не ставилось. Фактично обстоювалась ідея політичної нації, сформованої на духовно-культурній та історичній традиціях. Відповідно – основним суб'єктом політичного процесу, як загалом і усіх поступальних дій, визналася самодіяльна, активна, самоусвідомлена особа. Ключові слова: В. It is underlined in the article, that fixing of the wide complex of civil and political rights in the constitutions of the countries of former USSR in the 1990s, its complete realization, and proper protection did not become possible. The facts of media controllableness, infringements upon independence of the judiciary, pressure on the "third factor", prosecution of human rights defenders, spreading of hate speech and even capital punishment practice certify that. The institute of the state as well as non-state subjects are noted to be the initiators of pressure on political and civil rights and freedoms. This is stated to separate post-Soviet countries from values of neo-liberal democracy, what is typical under conditions of neo-authoritarian political regimes, defective democracies, etc. In the article, the latest trends in the functioning of the Institute of Civil and Political Rights and Freedoms in Belarus and Russia are revealed. We state that despite the constitutional consolidation of a wide range of civil and political rights and freedoms in the countries of the former USSR in the 1990s, still their full implementation and proper protection are lacking. The author's argumentation is based on the proven facts of media control, the infringement against judicial independence, pressure on civil society, persecution of human rights defenders, the rise of hate speech, which are inherent to Belarus and Russia. In the article, it is stated that the main movers of pressure on civil and political rights and freedoms in the analyzed countries are both state institutions and non-state actors (pseudo-civil society). The main problem in upholding the inviolability of constitutionally guaranteed civil and political rights is the lack of a sufficiently critical mass of citizens, who are ready for systemic change, and the weakness of national civil societies.
